Dark Barracks allow you to train Dark Elixir Troops using Dark Elixir, which, like normal troops trained with elixir, will be stationed in Army Camps.
The training speed of a troop is dependent on the number of Dark Barracks that are capable of training it.
Dark Barracks cannot function while being upgraded.

Why is dark elixir so important?

Dark elixir is used for purchasing and upgrading hero class troops, as well as training and upgrading dark elixir troops. Dark Elixir is created/found with a Dark Elixir Drill. They can be obtained once you reach Town Hall Level 7. Mining Dark Elixir takes time, because it IS rare.

Should you rush to TH14?

This is a game, so do what entertains you the most in the end. But rushing is a valid playstyle as valid as maxing. If you want to be able to donate more, get to max TH14 faster (or whatever the highest TH level currently is), or to do better in CWL, strategically rushing is superior over maxing.
