Major is the highest rank attainable according to the WoT wiki. I have a few crewmembers working on their 9th skill, they are Majors.

OP Snap Shot works on tanks without a turret as long as you’re in you gun arc/traverse. Once you move out of it and the hull rotates it won’t work.
